Communications Minister Lord Carter will soon unveil his preliminary Digital Britain report which is expected to feature far-reaching broadband recommendations.

The report will examine a range of issues affecting broadband users in the UK, such as "promoting content standards" and ensuring safety and security.

Alongside broadband development, Lord Carter's team have also studied issues related to public service broadcasting and digital radio.

Last month, the minister told a House of Commons committee that the government is ready to commit to universal broadband for all UK households.

"We do not yet get universal coverage and in my view we should have it," he explained.

It is also expected that the report will demonstrate that the digital divide in the UK is no longer being drawn on geographical grounds.

Rather, digital exclusion is increasingly being mapped in terms of social deprivation and socioeconomic status.

The full report, alongside its requisite action plan, will be unveiled this spring
